Question : I have HbsAg is negative but SGPT is 59.3 and SGOT is 40.1. Does it indicate Hepatitis B?

You are not having Hepatitis B.
However as your liver enzymes are elevated there can be other type of hepatitis or liver ailments also.
Consult your physician & get investigated for anti-HCV antibodies,Anti-HAV & anti-HEV antibodies and repeat Liver function tests after a week.
