Question : Penis is swollen and itching. Doesn%E2%80%99t hurt at all but very noticeable. It just started yesterday.

I read your query and here is my advice.
I see the photos you attached and penis seems swollen and inflammed. I believe it can be balanitis since you are having itching too. It is not a sexually transmitted disease and is caused by candida albicans.
You may need to take antifungal ointment such clotrimazole ointment to apply topically.
Use it twice daily mainly at night after washing and drying it well.
