I have gone through your query and reviewed the attached images. Here is my advice.

As per your history, it may be contact dermatitis.

For that, you can apply Hydrocortisone ointment locally three times a day. In case of itching, take tab. Loratadine 10mg once a day.

Along with that avoid harsh cosmetic products, soap, detergents. Use loose cotton clothes. Maintain proper hygiene.

Kindly watch for other symptoms like fever, penile discharge, burning during urination, you may require a detailed clinical evaluation and physician's opinion.
