Question : Have a red blotchy bumpy rash on my under thigh and behind my left knee only and itches

The condition you are describing can be tinea carporis, scabies, contact dermatitis etc.

Can you upload good quality photos of the affected skin.

Photos will help a lot in predicting the diagnosis and treatment.

Till then you can take tab.zyrtec for the itching.
