Question : what are the brown quarter-size rough flakey spots on the back of my ankle. I try to scape them off, but to no avail.

Hi there.
Most likely theses are flaky scales of an icthyosis or dry skin condition.
Please do apply a moisturizer containing 6% or 12 % urea & this may help relieve your problem over a couple of weeks.
