Brief Answer:
Doesn't seem concerning, however surgical excision required for permanent resolution.

Detailed Answer:

Hello,

I've reviewed the attached images, this doesn't seem to be concerning... The bumps could be due to viral warts/due to some past history of minor traumatic swelling over the region (I can also see some fresh small cuts around the fingers).

However, if it's not recurring or increasing in size/developing any other signs (redness, itching, swelling etc.) then you may ignore it.

For permanent resolution (both cosmetically and well as medically), it's recommended to get them removed surgically (by electrocautery/laser)...These are minor micro-surgical procedures done routinely by Dermatologists on OPD basis only.

So simply get yourself checked up by the Dermatologist and proceed further.

Take Care
Kind Regards
