                                    Brief Answer:
Papular urticaria
Detailed Answer:
Hello and welcome to ask a doctor service. I have gone through your query and viewed the images.
Yes, it does seem like a hypersensitivity to insect bite i.e papular urticaria. I suggest you to apply Fusidic acid+ betamethasone valerate cream e.g Fucibet cream, twice daily. In addition I suggest him to take Syp. Cetirizine (Alerid 5mg/5ml), 1tsf, at night. It would be advisable to wear trousers and full sleeve T shirt or shirt.
Hope I have answered your query. Let me know if you need any more assistance.

Detailed Answer:
hi.
No, Atarax lotion is just for temporary relief or symptomatic relief from itching. It won't reduce the inflammation. You may use it but also use either fucibet cream or momate-f cream over the lesions, twice daily.
Take care
