                                    Brief Answer:
May recover on it's own or require rehabilitation / Suergery later.
Detailed Answer:
Hi I am Dr Gopal Goel Orthopedic Surgeon.
by your details , I am assuming that the child has probably Erb's palsy in which the child keeps his wrist in flexion and is unable to rotate it forward and straighten it.
One month child is too young for any intervention. However I suggest you start physiotherapy at present and let us wait and watch. If it is of mild degree it may resolve over months or else it may require rehabilitation and surgery. First you take care of cardiac anomaly.
Thanks for the question. Please feel free to ask any other question.

Pl see below
Detailed Answer:
Hi
Carpals do not show in x rays at this age since they are not yet ossified. Good point is hand is not completely bent .
I can understand your agony but the treatment is what I have outlined . Rest will depend on clinical examination and recovery seen over a period of time.
Thanks
