Hello,
Where exactly is the congestion? Is it in throat or lungs? If its in lungs then you need to get chest X ray PA view done. If its confirmed that infection is in lungs then antibiotics like co-amoxiclav or azithromycin maybe taken.
If its not in lungs then taking tab cetirizine one or two times a day will be enough.
For headache can take tab ibuprofen 200 mg twice a day. Paracetamol is not needed and it will not work also.

                                    Hi sorry for not being specific. The congestion is in nose and upper part of the face. Having headache and the pain in the nose to eye area. Having some dry cough which is coming out occasionally from nose.

This seems to be allergy or chronic (long term) rhinitis.
For nose congestion you can try Flomist aquanase nasal spray. It can be used twice a day, not more then 3-5 days in a stretch. Tab Cteirizine can also be taken.
For headache and pain, take ibuprofen 200 mg twice a day.
All these medicines should be taken only if symptoms are there.
