Firstly, cytological and biochemical examination of CSF may give an indication for neurosyphilis. In a strong clinical suspicion , if a person's CSF shows more than 20 cells and elevated proteins, then it becomes an indication that we should go ahead for further testing for neurosyphilis.
Further, VDRL and treponemal antibodies testing should be done in CSF. Essentially, negative treponemal antibodies will rule out the disease.Though,it has been proven , that tests may come negative,in some rare situations-so,strong clinical suspicion is what matters a lot.

I was told the FTA-ABS blood test should always show positive/reactive in persons infected even if they were treated. Is this true?
Yes.It remains positive in blood even after treatment.

VDRL,Cells,Proteins and Glucose being normal essentially rules out neurosyphilis.However,FTA-ABS test may be conducted in CSF for further evidence.
Yes.Its true that FTA-ABS remains positive even after adequate treatment of Syphilis infection.
