According to GOLD guidelines, the best treatment for COPD is long-acting beta 2 agonist (LABA) and Long acting muscarinic antagonist (LAMA).

Formoterol, salmeterol are LABA while tiotropium, glycopyronium are LAMA.
These are not steroids.
