It is looking like a bacterial infection.
Till now you have used only steroids which might not be helpful.
I treat such cases with a combination of oral and topical antibiotics.
Topical mupirocine to be applied twice daily and tablet cefixime 200 mg twice daily for a week should help you.
You might require a prescription for these drugs.
