Question : Hi what are these spots on back ? There are severbal. Some are flat and some hang and move around

Based on the pictures I feel they are skin tags, and are benign, not harmful , so no treatment is required. Unless your concern are mainly cosmetic.
But to confirm, closer and direct visualisation of the area is required , so i would recommend you to see dermatologist. If required they may take a specimen for histopathology and also if you require you can get this skin tags removed by them.
