Based on the image you uploaded , it appears to be an infective (bacterial) cause. Local ointment like Neosporin and lubricants such as petroleum jelly can be applied twice a day for a week. Most likely it will resolve. If it persists or flares despite treatment then oral antibiotics and an alternative diagnosis of acne vulgaris should be considered.

Hydrocortisone would cover for an allergic / inflammatory response alone as it's a steroid cream. Topical antibiotics should ideally be added.
