Brief Answer:
Either contact dermatitis or cheilitis, upload pictures and provide additional information

Detailed Answer:
Hi XXXXX
Welcome.
I have gone through your query.

It might be due to contact dermatitis or cheilitis.

I would like to know,
is it only hard or they are swollen or is it cracked or is it dry.?
Is only lower lip affected or both lips affected?
Is it associated with any pain?
Are you having any dental infection?
Since when you are facing this problem?
Does it occur continuously? Or any seasonal variations?
If possible upload the pictures? Photos can help a lot in predicting the condition.

Kindly answer the questions and UPLOAD the images, I'll be glad to help you out.
Take care.

Brief Answer:
More likely to be cheilitis

Detailed Answer:
Hi
Welcome.
I have gone through your query and picture.
It appears to be cheilitis.
I would suggest you not to use lip massage daily, do it two to three times a week. Avoid when your lip is cracked.

Presently I would suggest you Neutrogena's lip balm with a 15SPF to be used in the mornings to dusk & reapplied each 3-4 hours.
Use kenalog orabase evenings for a week or so; then shift to good ole or vaseline atop wet lips to hydrate better. Apart from this drink plenty of water, maintain good oral hygiene and avoid biting the lip. This should work for you.
This provisional advice provided by me is based entirely on the input provided to me. I would suggest examination by the doctor.

I hope this suggestion might be of some help to you. Please accept my answer in case you do not have further queries.
Take care.
