I read your question and i understand your concern . Itchy penis of your husband could be a jock itch or dermatitis. All he needs is good hygiene, good coital and toilet habits, apply some topical antifungals and low dose hydrocortisone creams to the penis itch site. Avoid sweating down there by wearing loose undergarments preferably of cotton and i am sure it will help.

Apart from it you can ask your doctor for genital infections of both partners, swabs tests, urine exam and examination of husbands penis.
