Question : I was just wondering what these spots are. Are they a rash? What would you recommend I do about this?

I have reviewed the attached photograph and it seems to be capillaritis.
It is seen in persons who stand or walk for prolonged periods of time, obese individuals, persons with diabetes and thyroid dysfunction.
Moreover are you having any itching or burning on the affected areas?

looks like capillaritis, avoid prolonged standing & strenuous activity
Detailed Answer:
According to your complaints it seems to be capillaritis only which is inflammation of the small capillaries.
I have already mentioned it's causes.
To improve it keep the foot elevated, apply emmolients, avoid prolonged standing, walking and strenuous physical activity.
Besides this you can take tablet calcium dobesilate twice daily for 2-3 weeks.
It is a prescription drug and should be taken under the supervision of the doctor.
