According to your complaints it seems to be either photosensitive rash or eczematous rash.
In either of the condition I would recommend you to apply topical steroid like clobetasol propionate cream on the affected areas twice daily and take antihistaminic like tablet Cetrizine 10 mg twice daily for 2-3 weeks.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
