Question : I have a red itchy rash on my arms from my elbows to my fingertips. some of the bumps turn into small blister. my doctor thinks it is an allergy. i have had this for two months. the problem is now moving to the calf of my leg

According to your complaints it seems to be either photosensitive rash or eczematous rash.
In either of the condition I would recommend you to apply topical steroid like clobetasol propionate cream on the affected areas twice daily and take antihistaminic like tablet Cetrizine 10 mg twice daily for 2-3 weeks.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
