Question : My dad who already has a pace maker and difibulator has a rash on right leg from ankle to knee with swelling more prominate on right side. He says he is also having some shortness of breath while walking. Should I be concerned...?

It will help me to evaluate the condition. Taking some antiallergic like cetirizine or benadryl (or possibly better ones like fexofenadine or loratidine which are prescription medicines) should help. You could also apply some emollient like calamine lotion or some moisturizer like aloe vera lotion. The shortness of breath could be associated with this allergic reaction and needs to be attended to. Give him inhalers if he is on inhalers. If not, and if it seems to be worsening, it would be advisable to visit the ER.
