I read your question and i understand your concern. Folliculitis can be very hard to eradicate some times. It may not only be bacterial but also fungal and may be a reason it is not responding to doxycyclin antibiotic.
Both antifungal and antibiotic creams should be tried for topical use. Also get evaluated to rule out any pus collection in there as that won't respond to any medication then and will need incision and drainage.
if the above measure don't help then you may discuss other options like photodynamic light therapy or laser hair removal. Meanwhile precautionary measures like applying warm moist compresses over the area, applying soothing lotions over the scalp, keeping the scalp clean, avoiding scalp injury like razer use or shaving etc. Talk to your dermatologist and let them help you out in this regard.
