Question: I find itchy bumps on my chest above my boobs it wasnt there before is there any chances if u could tell me what it is exatly?

It could be eczematous reaction or papular urticaria.

if its "eczematous reaction or papular urticaria" as you say when i described it is it contagious or is it harmful that cause breast cancer, etc.? Is it something for me to be concern about like is there cure for it if its not harmful? But if its not what you assumed after i send an image of what i described then what it is exactly from the image and if theres a solutions to cure it if its possible?

Oh ok then well these bumps just recently appeared just now as i check on it when i was in class. It didnt appear like that before. But last year my doctor told me i was diagnose with scabies that only bites when my skin is exposed when i go to sleep however I took medication to help me remedies it. I had extreme itchiness all over my body but I didnt scratch them. So whenever i go to sleep I always where clothes that covers my whole body so I dont get bitten by bedbugs. So these bumps on chest that appears above my boobs suddenly appear just today and it wasnt like that before because i always cover it so it doesnt get exposed to things.

According to your complaints it seems to be papular urticaria.
It is an insect bite hypersensitivity reaction.
Nothing serious.
I would recommend you to apply a topical steroid like cortisone cream on the affected areas twice daily and take antihistaminic like tablet Cetrizine 10 mg once daily at bedtime.
This should resolve it.
