Based on your query, my opinion is as follows:
1. During winter, the body reduces blood supply to extremities to maintain inner temperature. Due to reduced blood circulation, you get the feeling of constantly cold feet.
2. If you are getting any pain - especially increasing with walking, vascular causes can be thought of. Or, if you are seeing any ulcers or blackish discoloration of toes or any other part in the feet, it would be worrisome.
3. If it's only cold, Socks or warm clothing to cover the feet can be used. Make sure the clothing is dry completely. Wet clothing increases chances of fungal infection. Also, slight movements/ exercises at the ankle joint will improve blood circulation. Walking will also help.
4. As there is no numbness or loss of sensation, not suspecting any kind of neuropathy. All symptoms appear to be physiological due to climate. If necessary, vitamin complex consisting of Vit B12, B6 and alpha lipoic acid will be helpful for neural causes. It should be available over the counter in any chemist shop.
Maintain good hydration and protein rich nutritious diet with moderate exercises.
