It sounds like the balanitis did not resolve with the clotrimazole -which is an anti fungal, nor with the Neosporin - which is an antibiotic for bacteria.
Most cases of balanitis are from fungal infections such as candida. You may need an anti fungal cream different from clotrimazole. A good anti fungal for this is ketaconazole. This is by prescription only.
If the skin is getting quite inflamed and swollen, in addition to a different anti fungal, you may need a topical corticosteroid cream to bring down the swelling.
So you may want to call the doctor on call for your doctor to get the ketaconazole and a steroid cream.
It may also be a good idea to go in to have the skin swabbed for a culture if the problem persists.
If you develop a situation where you can't retract the foreskin, then you will need to go in to an urgent care or ER promptly.
