Question : Hi,..i had pilondial cyst surgery twice...1983, 1986...it was gone after that. today i noticed pain and leakage again in my upper hip area where the hips meet. It is possible for it to come back after 29 years?

Pilonodal sinus are notorious for recurrence and can recur even after years of Surgery. Going by description of pain and discharge it's likely to be recurrence. Exact cause can only be attributed by clinical examination.
