Brief Answer:
Urticarial rash

Detailed Answer:
Hello and Welcome

I appreciate your concern

It appears to be an urticarial rash. Oral anti histamines like hydroxyzine or cetirizine can be safely taken in the presence of cardiac conditions and chronic bronchitis. If the rash is severe then a steroid injection e.g dexamethasone may also be administered in the ER in consultation with your doctor. Topical treatment alone wont work.

Wishing you best of health

Thanks
