allergic cause most likely.
Detailed Answer:
Hello and welcome to HCM.
As an Urologist,i must advise you, to take Tablet Levocetrizine at bedtime x 5 days.
After that, if it doesn't resolve, you see a dermatologist(skin specialist).
Such lesions are commonly due to an allergic cause.
Avoid itching over that area.
Also maintain good penile hygiene, and avoid keeping that area moist.
Wish you a speedy recovery.

It's an infected skin lesion.
Detailed Answer:
Hi again.
Just reviewed the photographs.
It's an infected skin lesion and you certainly need an examination, by a Dermatologist.
The groin swellings are secondary to the skin lesions, and will regress after treatment is started.
You will need certain blood tests, depending on the examination findings.
Wish you a speedy recovery.

                                    Brief Answer:
Photographs don't appear like a cancerous lesion.
Detailed Answer:
Hi XXXXXXX
The lumps like swelling you mention. need a careful examination.
The photographs aren't suggestive of a cancerous lesion, though the person examining it, only give an opinion on that.
The blood tests are another indication for that.
But the appearance is that of an infected lesion.
You may send the reports here, for an expert opinion.
Wish you a speedy recovery.
