Question : These bumps appeared yesterday and are multiplying they burn and tingle and spreading
Heres a patch its burning and mutliplying looks like one is startong to blister

It is looking like herpes labialis. Although the photograph is not clear but your description matches with that.
I usually prescribe ointment acyclovir and have seen good response with that.
You can try this.

Its not burning in a painful way feels like chapped lips. As of now (40 plus hours) there are no blisters just an array of white dots

If there is no blister you dont need to worry.
It is not herpes.
These are just swollen sebaceous glands.
Apply ointment fluticasone twice daily.
This will give you relief.
