Brief Answer:
Both these conditions are usually benign.

Detailed Answer:
Hi,

Thank you for your query.

1. Both these conditions are usually benign.

2. the white line inside of the lower lip is usually due to the rubbing of the teeth against the inside of the lip or from biting the lower lip.

3. The spots in the cheek are sometimes known as Fordyce's spots.

4. One common condition for both these lines and spots can be Oral lichen planus.

5. All these require no treatment or at the most local steroid creams.

6. Upload clear, close-up images or get them examined by a local doctor/ dentist/skin specialist.

I hope that I have answered your query. If you have any more questions I will be available to answer them.

Regards.
