Thanks for the question.

Are you sure about the torn ligaments. Was a confirmatory test like MRI of the Bilateral shoulder joints done? IN diabetic there is a rotatory coff injury that happens and it would make difficult to use the shoulder joint.
Myositis can be reason if all the big muscles thighs, calf hands and arm are painful. The confirmatory test is biopsy of the muscle which last test. Even before that if you can reach to a Rheumatologist or Internal Medicine specialist they can order a battery of blood tests that can find out the most common causes of myositis.
An over the counter painkiller with hot bag over the painful muscles can give quick relief.
