Question : It started with a small sweat blister on my penis shaft and now it has healed into a small scar. Is there anything to put on it to remove or blend the scar in? It's rather embrassing to have right on the top and it has been almost a month total

As per your description it seems like a healed scar no signs of infection is there.
You can apply low potency steroid creams like betamethasone cream for faster healing and dissolving the scar.
