Thanks for writing in & have gone through the photographs of your neck.
Yes they do certainly appear acneiform in appearance.
Have you applied any new perfume or changed your soap or applied any new cosmetic/deo to the area that may have caused it or are you on any medication of note eg. Librium, certain antibiotics, oral contraceptives, steroids that are known to cause acne? Are the cycles/periods regular or any issues? Married/Stressors (said in the same breath :))?
Please do use a 2.5% benzoyl peroxide cream/gel & Benzac-AC from a company called Galderma that may be available as an OTC product or a soap containing benzoyl peroxide left on the skin for 10-15 minutes that may help you get rid of the problem.

Stop the soap you are currently using. As I mentioned..any benzyl peroxide based soap or any soap that says non-comedogenic or any anti-acne soap that your local pharmacist may recommend that is tried & tested for acne should work well.
If the periods are regular & you are not on any medications & there are no stressors of note, then we are all good. :)
