Detailed Answer:
Hello. Thank you for writing to us

I am dr.kakkar (dermatologist).
I have gone through your query and I have viewed the image.
I can see a well defined, dry, scaly, hyperpigmented patch of thick skin on elbow. This seems like a patch of chronic eczematous dermatitis.
If I was the treating doctor I would suggest that she uses a moisturizer liberally over this area i.e at least 3-4 times in a day e.g either Amylac cream or Xerina cream.
In addition she may use a topical potent steroid and salicylic acid combination ointment e.g clobetasol propionate 0.05% and salicylic acid 3% ointment (Dipsalic f ointment Or Clop S ointment), 2x daily.

Regards
