Brief Answer:
Clean with Hydrogen peroxide and liq povidone iodine.

Detailed Answer:
Hi.
Thanks for your query.
Noted your history of black crust on belly button, smelly white on its removal, and brownish discharge.

I would advise you the following:
Clean the area with Hydrogen peroxide, it will help to remove all the pus and debris easily and gives nascent oxygen to the wound to kill the anerobic bacteria.
Do this repeatedly till the would is totally clean and you/your family member can see the base of the belly button.
Then apply liquid povidone iodine at 6 hourly duration.
This will heal up the area within a few days.

Consult a Surgeon if the base shows some red elevated tissues or anything else that you notice for proper diagnosis and further treatment.

I hope this answer helps you for an early diagnosis, proper treatment and cure.
Please feel free to ask further relevant queries if you need to or if you feel that there is a gap of communication.
