                                            It look a like pearly penile papules.
Detailed Answer:
Hi,
It could be pearly penile papules or balanoposthitis or subcutaneous lump or scabies.
As you said it is located around the circumference of the corona of the glans penis. They usually small (about 1-3 mm sized),then there can be having more chance of pearly penile papules or balanoposthitis.
The important thing is to diagnose it first by a clinical examination and biopsy to be taken to rule out any malignancy.
The following treatment would be helpful.
1) Hot Seitz bath-sit for 15-- 20 minutes and also clean off any whitish secretion. Do it at least twice a day.
2. Local Steroid cream/ointment application- Clean off and wipe off the area clean and dry,following which apply local Steroid Ointment Like Betamethasone The bump should start subsiding after 2-3 of Ointment application.
