Question : Are the bumps in and around my vagina normal? I have never seen it this close before

I have reviewed your attached image. Small bump after genital hair shaving is quite COMMON and NORMAL thing due to skin sensitivity around vaginal region.

If those bumps are NOT painful or DON'T have any itchiness, then you have nothing to worry much. They will go away automatically.

Otherwise, you have to apply anti-bacterial cream or Aloe-Vera gel for soothing effect. You should consult with doctor for prescription.

I was more referring to the bumps in and around my vulva. I'm going for an STD test but do these bumps resemble genital warts?

Actually, bumps DON'T resemble with Genital Warts in the attached image. It may occur singly but is more often found in clusters. It may be associated with itching, redness or discomfort.
