Question : I have red bumps on my butt and my thighs. What could this be?

They have been there for 3 days now and yes they are itchy.

Insect bite hypersensitivity reaction

Detailed Answer:
It is looking like some insect bite hypersensitivity reaction.
If I was your treating doctor I would recommend you to apply steroid antibiotic combination like mometasone fusidic acid combination cream on the affected areas twice daily.
For itching I would recommend you to go for antihistaminics like tablet Chlorpheniramine 4 mg once or twice daily depending on the intensity of itching.
This should resolve these bumps in 7-10 days.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
