I have read your query and understand your concerns.
In my opinion, occipital neuralgia should be evaluated as a possible condition that may cause your doughter's symptoms.
This condition is related to damaged upper cervical nerves that supply back and top of the head.
Possible causes of that nerve damage may be compression of the nerve during its way, peripheral neuropathy etc.
The diagnosis should be clear after clinical examination by a Neurologist, imaging studies ( MRI, x-rays of the neck ), and nerve conduction study.
Treatment, at first stages, consists on rest, antineuralgic drugs ( Gabapentin, Amytriptiline, NSAID drugs ), and physical therapy.
These issues should be discussed with your doughter's Doctor.
