Brief Answer:
Start with pain killers first.

Detailed Answer:
Hello,
Thanks for posting your query.
Bursitis and arthritis both cause pain with movement. Exercise can cause pain and it is best to start taking proper treatment for this under the guidance of your orthopedician. Once the acute pain subsides then you can start with exercise.
I hope this answers your query.
