Brief Answer:
gargle, anti inflammatory drug, antibiotic.

Detailed Answer:
Hi,

I went through the query and understood your concern.

Heavy chest congestion with phlegm while coughing may be due to lower respiratory tract infection(LRTI) or infection in throat (pharynx/larynx/nasopharynx etc)
If LRTI there will be associated breathlessness, uneaziness, easy fatiguablity. If none is present the problem may be in pharynx and heavy snooring may be due to problem in throat or heavy weight.

So if LRTI you need examination once to see the site of problem. If no features of LRTI then do salt water gargle for 3-4 times a day, anti inflammatory drug like aceclofenac will help you. Along with these gastric acid suppressant with antiemetic may help if the cause is due to reflux pharyngitis. If infection you need antibiotic for its management.

For snoring do regular warm water gargle before going to bed and daily 30-40 min exercises to keep body weight under control will help. If due to any structural problem in pharynx like enlarged tonsils, adenoids or polyps then needs examination and then can plan management accordingly.

I hope this information helps you. Feel free to ask for any further queries. I will be glad to answer them.
Wish you faster recovery and good health.
