Thanks for providing clinical photograph. From the picture the head definitely looks big for 1 year old baby, whether it's nonormal or not can only be commented by measuring the head circumference.
Every baby is unique and achieves development milestones at different age. There is no hard rule that exactly at this age a a said particular milestone should occur. The delay in crawling and standing is possibly related to large head and weight of baby. Ideally the baby should triple it's birth weight by 1 year of age , his weight is more than 12 kg which is on higher side.
I would suggest you the following
1. Thorough clinical examination and assessment by Pediatrician
2. Ultrasound of skull to rule out Hydrocephalus
3. Complete blood count
4. Urine routine and microscopic examination

If Hydrocephalus has been ruled out then there is no cause for concern. It is more likely to be inheretent development delay. Also do consult Pediatrician, if the examination is normal there is no cause for concern.

Ultrasound is just a screening tool and may not rule out all the abnormality. As the head looks large it is important to go ahead with MRI scan . I would also suggest you to get Karyotype done.
