Brief Answer:
State the facts about the pain and present evidence

Detailed Answer:

Hello,

The only way to go about this issue would be to state the facts to your new physician.

You can apprise him regarding:

1. The frequency of the migraines and their poor response to the conventional or first line drugs.

2. The evidence e.g MRI cervical spine that is responsible for the radiculopathy.

With these conditions in perspective, your new physician is likely to be flexible regarding the pain medication use.

Please consult your doctor before deciding on any further course of action.

Hope I have answered your query. Wishing you best of health

Thank you.
