Question : had a cold a month ago and I now have some irritation in lower neck (windpipe) not sore, but phlem like. A little shortness of breath when I climb stairs or work out. Sort of a little scratch in the upper right lung area.

I have gone through your query.
The symptoms might be due to post nasal drip.

Antihistamine like certirizine (Zyrtec), or levocetirizine (Xyzal) will be helpful. I would suggest you to go for steam inhalation with eucalyptus oil, which will be helpful in decreasing your symptom.

For other two symptoms, i would have asked for chest X-ray, based on the findings of X ray I would have decided on treatment plan.
