Brief Answer:
Ichthyosis

Detailed Answer:
Hello. Thank you for writing to us

I am dr.kakkar (dermatologist). I have gone through your query and I have reviewed the images.

The skin of legs resembles like fish skin. This is due to severe dryness i.e Ichthyosis.

I suggest him to use a urea Or lactic acid containing moisturiser e.g Ureative 20% cream Or Amylac Cream, twice daily for 2-4 weeks.

Regards
