Firstly you should quit smoking.
Secondly I am suggesting few home remedies to cure darkened lips due to smoking:-

- Apply lemon slice 4-5 minutes a day
& wash with cold water & apply lip balm.
- Use lemon juice with honey juice before sleeping
-Massage with coconut oil & leave overnight
- Mash ripe banana add honey & lemon juice to get good color

Still if problem persists go for reconstructive surgery like laser therapy by consulting a Dermatologist.
