my husband had some dark spots in penis area and after some time few red spots I want to know is it because he slept with somebody

Possibly fungal infection

Detailed Answer:
Basically, from your description it seems that your husband might be having some fungal infection over penis.

Fungal infections can be acquired non-sexually by contact with infected materials like towels etc and can also develop in people having immunosuppression either due to some medical conditions like Diabetes or some medications. It doesn't always mean he has cheated on you.
