Suggest Treatment For Discolored Patch On The Rib Cage

Question: hello,
my husband has had a large patch of discolored, very hard skin on his rib cage. he had surgery and biopsy on the patch 6-8 years ago and it was not able to be diagnosed. we live in XXXXXXX Oregon area and have seen specialists at OHSU but to no avail. no one seems to know what the problem is or what to do. it hurts at night when sleeping on it and itches quite a bit.
