I have reviewed the attached photograph.

The spots are likely to be dyshidrotic eczema .Atopy is the most important factor associated with dyshidrotic eczema. It can also occur secondary to the use of some irritants and allergens that is chemicals on the hands or due to fungal infection elsewhere on the body.
You should wash your hands infrequently, avoid using harsh soaps and chemicals on the hands, use protective gloves while washing clothes and utensils and keep your hands moisturised by frequent and liberal use of moisturising cream.

In such cases I also recommend my patients to go for potassium permanganate compresses along with application of potent topical steroids like clobetasol propionate cream or halobetasol cream. I also recommend them to take oral antihistaminics like tablet levocetrizine or hydroxyzine.

I don't know whether these medicines will be available over the counter in your country.
You can use cortisone cream over the affected areas twice daily and take antihistaminic tablet like chlorpheniramine. These medicines will be available as over the counter.
