I have gone carefully through your query. I hope that by the term 'loose penis' you actually mean a flaccid non-erect penis. I would need to ask you whether you are aroused on sexual stimulation and whether you get erection at any time. The next thing to ask is whether you have a stable partner. If erection ever occurs, we can assume it not to be a case of impotence. If not, impotence has to be considered. Sildenafil can be tried in order to achieve erection but that is a prescription medicine and other factors need to be considered first.
