fibroadenoma is a benign tumor without malignant potential. Individuals with fibroadenoma do have an almost double risk of breast cancer in other sites on their breasts (not on this particular fibroadenoma). Fibroadenomas can sometimes be confused with cancer (phyllodes tumors). Cancer will get bigger and bigger while the fibroadenomas are relatively stable.
I don't know where you've read about the 90% chance of cancer inside the fibroadenoma but that's not true. Fibroadenomas must be excised with a clear margin to avoid treating a malignant tumor inadequately in case of a wrong diagnosis. If the diagnosis is certain, then cryoablation is an alternative which is associated with less scarring and injury on the breast.
Biopsy is the single most appropriate test in case there is doubt about the diagnosis.
