Fluid gets collected inside the abdomen or in the abdominal wall causing blisters.
Abdomen seems to be distended in the first case and it is called Ascites.

If the swelling of the abdomen is accompanied with swelling of lower Limbs, it could be Ascites.
It could be due to Liver or Kidney disease. Diuretic may help to some extent.
If the abdominal swelling is red,inflammed and is associated with redness of the thigh,then it could be Cellulitis, infection of skin and subcutaneous tissue.
I request you to consult your doctor, get examined clinically and proceed accordingly.
Management of Ascites is different from Cellulitis.
