I need more information to clarify.
Fluid gets collected inside the abdomen or in the abdominal wall causing blisters.
Abdomen seems to be distended in the first case and it is called Ascites.
If you have no objection, please send a pic of the affected area as Attachment or else you should consult your doctor, get examined clinically and proceed accordingly.

I asked for the pic of affected area.
If the swelling of the abdomen is accompanied with swelling of lower Limbs, it could be Ascites.
It could be due to Liver or Kidney disease. Diuretic may help to some extent.
If the abdominal swelling is red,inflammed and is associated with redness of the thigh,then it could be Cellulitis, infection of skin and subcutaneous tissue.
I request you to consult your doctor, get examined clinically and proceed accordingly.
Management of Ascites is different from Cellulitis.
